1.1. Fluoroplast
Fluoroplast products
Products from fluoroplast are called a group of goods made of fluoroplast using mechanical processing methods. Products from fluoroplast include semi -products (blanks) and final products (parts and so on). The following large segments can be distinguished among fluoroplast products:
- sheets and plates
- Films and ribbons
- pipes and pipes
- bushings and rings
- gaskets and seals
2. The period of time analyzed as part of the expert opinion
Three full years (2009, 2010, 2011) preceding the year of preparation of the expert opinion and actual information for the past period of the current year (2012).
3. Analyzed by the expert opinion the sources of imports
Sources of imports within the framework of this expert opinion are all countries supplying fluoroplast and products from it in the Russian Federation for the period of time specified in paragraph No. 2 of this TK.
4. Domestic manufacturers of fluoroplast and products analyzed as part of an expert opinion
During this expert opinion, domestic manufacturers are the following companies:
- manufacturers of fluoroplast in primary forms, the production of which is located in the Russian Federation;
- fluoroplast processors from primary forms to blanks/products, the production of which is located in the territory of the Russian Federation.
5. The content of the expert opinion
5.1. Section No. 1 "Ftoroplast"
- The dynamics of production and sales in the territory of the Russian Federation in quantitative and value terms, with details for enterprises to manufacturers, indicating the share of enterprises in the production of the Russian Federation and the share of enterprises in the market of the Russian Federation.
- The dynamics of export of domestic enterprises of manufacturers in quantitative and value terms, with details by the destination, indicating the share in the structure of Russian exports.
- Prices of domestic manufacturers when delivered to the market of the Russian Federation and the foreign market, with details by destination countries.
- The dynamics of imports into the territory of the Russian Federation in quantitative and value terms, with details in the countries of origin and large suppliers, indicating the share of the countries of origin and suppliers in the structure of Russian imports.
- The dynamics of imports into the territory of the Russian Federation in quantitative and value terms, with details on the main consumers of imports.
- Prices for the goods imported in the Russian Federation, with details in origin and large suppliers.
- Comparison of prices for the imported product and prices of domestic manufacturers.
5.2. Section No. 2 "Products from fluoroplast"
5.3. conclusions
- A reasonable and qualitative conclusion about the presence of dumping imports in sections No. 6.1 and No. 6.2 of this TK with a share of dumping imports in the general import structure of the Russian Federation.
- A reasonable conclusion about the sources of dumping imports, indicating specific countries and suppliers, indicating their shares in the structure of imports.
- Justified quantitatively and qualitatively, the conclusion about the damage caused to domestic manufacturers due to the presence of dumping imports in the Russian market, including the following indicators:
- reduction of production and sales volumes from domestic manufacturers;
- reducing profitability of sales from domestic manufacturers;
- reducing the load of production capacities from domestic manufacturers;
- reduction in profit from domestic manufacturers;
- reduction of investments in this branch of the Russian economy.
- A justified quantitatively and qualitatively conclusion about the damage inflicted by the Russian economy by a dumping import present in the Russian market.
