The aim of the work is to increase the share of domestic energy -efficient lamps in the market of the Russian Federation by developing mechanisms for economic stimulation of import substitution of energy -efficient lamps based on the results of analysis and monitoring of the lighting instrument market.
Tasks:
- conduct an analysis and monitoring of the market of energy-efficient lighting devices by type (fluorescent tubular, compact fluorescent lamps, LEDs) and capacities in 2008-2015;
- to analyze the dynamics of the main indicators of the market of energy-efficient lighting devices in the Russian Federation in 2008-2015;
- develop a methodology and conduct an initial examination of a representative sample of wholesale and retail enterprises that implement energy-efficient lighting devices to assess the dynamics of sales and determine the adequacy of supply in the market of lamps;
- conduct an initial examination of manufacturers of electric lamps and lighting devices in Russia for the availability of the current economic state of production and the implementation of the element base for the release of fluorescent and LED lamps;
- to develop and justify a set of measures aimed at ensuring the conditions under which the production and implementation of the element base, as well as LED and fluorescent lamps in Russia, will be economically appropriate;
- develop, substantiate and confirm with financial and economic calculations the mechanism of import substitution of energy-efficient lamps in the Russian Federation based on the results of analysis and monitoring of the lighting instrument market;
- Prepare three quarterly reports for monitoring the lighting instrument market and one final report with the results of the evidence of the developed mechanism for economic stimulation of import substitution of energy -efficient lamps in the Russian Federation based on the results of analysis and monitoring of the lighting market.
The composition of research and work:
- analysis and monitoring of the market of energy-efficient lighting devices by types and capacities in 2008-2015;
-development of a scientifically based methodology and a primary survey of a representative sample of wholesale and retail enterprises that implement energy-efficient lighting devices to assess the dynamics of sales and determine the adequacy of the supply market in the market of lamps;
- primary examination of manufacturers of electric lamps and lighting devices in Russia for the availability of the current economic state of production and the implementation of the element base for the release of fluorescent and LED lamps;
- the development of a set of measures aimed at ensuring conditions under which the production and implementation of the element base, as well as LED and fluorescent lamps in Russia will be economically advisable;
- development and scientific justification, confirmed by financial and economic calculations, the mechanism of import substitution of energy-efficient lamps in the Russian Federation based on the results of analysis and monitoring of the lighting instrument market;
