Justification
The study is carried out to assess the possibility of implementing projects for the placement of energy -intensive industries in the Irkutsk region to increase the energy consumption of the region.
GOAL OF THE WORK:
The study is carried out with the aim of identifying:
Possible investment projects in energy -intensive industries (electrimemic and/or heat -intensive), which are appropriate for accommodation in the Irkutsk region.
The list of the most promising investors, including foreign ones, which can potentially be interested in the implementation of each of these projects.
TASKS
Identification of energy -intensive industries: electromical and heat -intensive;
Identification of promising projects in energy -intensive industries.
Analysis of the possibility of placing identified energy -intensive production/projects in the Irkutsk region.
Drawing up a database of potential investors (Russian and foreign companies) of energy -intensive production, analysis of the possibility of attracting these investors to the Irkutsk region in the foreseeable perspective;
Information consolidation and general conclusions
Basic requirements for work:
- when performing the work by the threshold value of energy intensity, 1 10% of the cost of energy costs (total heat, electric) in the cost of production and power consumption in a volume of at least 15 MW and/or 15 Gcal/hour.
- The work should contain recommendations on the most priority and potential production/projects, which can be placed in the Irkutsk region, indicating the requirements for placement, energy intensity, and contacts of potential investors.
- The work should contain an analysis of the most energy -intensive industries with a breakdown in industrial activities according to a given structure (paragraph 6 of the technical tasks) with conclusions and recommendations for each section.
- It is necessary to distribute production by priority groups indicated in clause 5 of the technical specifications.
- The analysis should be carried out for both Russian and foreign companies in accordance with clause 6 of the technical specifications.
- The analysis should take into account the possibilities and limitations of the Irkutsk region, including According to the criteria for placing production specified in clause 5 of the technical specifications.
- The choice of priority industries should take into account the availability of resources in the region. Data on the explored and current deposits of the Irkutsk region, which is of interest to the purposes of this study, will be provided by the customer in the format (deposit name, brief characteristic, status (in work, not distributed), reserves, mined, short certificate for the use of beneficial retroactive ) within 3 (three) days from the date of signing the contract. These data can be supplemented by the contractor based on the information he collected.
- Analysis of possible investors should take into account their potential for the implementation of projects and the possibility of doing business in Russia/Irkutsk region.
- All data must be verified and have links to public sources.

Criteria for placing production in the Irkutsk region:
1. The availability of the availability of raw materials in the necessary proximity (including deposits of minerals),
2. Restriction on remoteness to the main consumers,
3. Lack of environmental critical restrictions on Fr. Baikal,
4. Climate conditions,
5. Special personnel requirements
6. Other.
Requirements for the composition of work
Requirements are divided by the stages of the provision of services:
I. Formation of the base in the most energy -intensive industries.
The total number of industries is at least 70, if the desired number of energy -intensive production is much more than the minimum threshold value, then by agreement with the customer it is possible to adjust the terms of the contract regarding the volume and the cost of the implementation of the services by concluding an additional agreement to the contract.
I.1. The list of electromical industries indicating the brief description and the characteristics of each according to the following structure:
brief description of production;
the main types of products, the level of demand in the market, brief marketing prospects;
trends and development prospects (in the world and in Russia);
specific electrical capacity per unit of products (kWh/unit, etc.);
The share of electric energy in cost: average, for Russian and foreign factories (in % of the total cost, from the price of products);
A brief description of the main large companies in this production (Russian at least 5 and foreign at least 5 for each production)
planned/ implemented investment projects in this production in Russia and abroad (including extensions of existing industries) (at least 5 projects), requiring the connection of more than 5 MW of electrical power-a brief description, location, power, investor;
Carrying to a priority group.
Express analysis of the possibility of placing production in the Irkutsk region. A brief description of the limiting criteria, the general conclusion and rating on the scale (1 point - discrepancy, 2 points - partial compliance, 3 points - full compliance).
The format for providing data is in Word format in the specified structure.
I.2. The list of heat -intensive industries indicating the brief description and the characteristics of each according to the following structure:
specific heat capacity per unit of products (Gcal-h/tons, etc.);
Type of thermal energy (steam, water)
The share of thermal energy in cost: average, for Russian and foreign factories;
A brief description of the main large companies in this production (Russian at least 5 and foreign at least 5 for each production);
planned/ implemented investment projects in Russia and abroad (including extensions of existing industries) (at least 5 projects), requiring the connection of more than 5 Gcal/ hour of thermal power-a short description, location, power, and the investor;
I.3. It must be taken into account that a number of industries can be both electrical and warm-intensive. Such production must be combined into a separate group and prepare a list of such industries indicating a brief description and characteristics of each according to the following structure:
specific electrical and heat capacity per unit of products (MW, Gcal-Ch/tons, etc.);
The share of electric and thermal energy in cost: average, for Russian and foreign factories;
planned/ implemented investment projects in Russia and abroad (including extensions of existing industries) (at least 5 projects), requiring connecting more than 5 MW and 5 Gcal/ hour of thermal capacity - a short description, location, power, investment, company -investor;
I.4. Based on clause 1.1, 1.2, 1.3, a summary table in Excel format is formed in accordance with Appendix 1 to this Technical Task.
I.5. To draw conclusions based on the analysis, give recommendations on the most promising production.
II. Coordination with the customer of preliminary results at stage I and the selection of potential production for placement in the Irkutsk region for further analytics (at least 20 industries).
III. Analysis of existing factories/enterprises at the selected in accordance with stage II for each production, both in Russia (at least 5) and in the world (at least 5) according to the following criteria:
Description of the plant/enterprise, location, manufactured products, owner;
Production capacity and dynamics of production for 2008-2013. in natural and value terms;
connected electric and thermal (power of MW / Gcal / hour), the volume of consumption of electricity and heat energy;
The price of electric energy (and power), the price of thermal energy, supplier;
occupied area on available Internet cards;
Environmental restrictions: text description, for enterprises of the Russian Federation: radius of the sanitary protection zone, the hazard class of the enterprise;
The main raw materials used, the transportation method, the main suppliers of raw materials, the location of production/production of raw materials;
The location of key consumers and the method of transporting finished products to them.
The data provision format is a document in the Word format according to the specified structure.
IV. Formation of the database of potential investors
For each chosen in accordance with step II, it is necessary to determine the database of possible investors. The base should include at least 3 Russian investors and at least 8 foreign investors for each production.
The characteristics of potential investors should be in the following format:
name, country;
type of industry, type of production;
A brief description of key assets indicating the location;
The financial situation is 2008-2013 (stable/unstable), revenue, investment.
Information on plans for expansion/development, opening new industries.
A brief description of development projects indicating: location, energy intensity, performance, investment, terms of implementation.
Experience of international cooperation (for foreign)
Contact information for the opportunity to start negotiations
Conclusions based on the work carried out, to single out the most priority investors for each of the priority projects - at least 3 companies for production.
V. Consolidation:
The formation of a database of priority production indicating key characteristics and the most likely investors.
